The framers of the 1776 Pennsylvania constitution did not trust solely to "a mere demarcation on parchment of the constitutional limits of the several departments of government" to protect the people against oppression and tyranny. They introduced a special organ of government for this purpose, called the council of censors. The censors were charged with the duties of inquiring whether the constitution had been preserved inviolate, and whether the government had performed their duties properly without assuming unconstitutional powers. They were also to inquire whether the public taxes had been justly levied and collected, in what manner they had been spent, and whether the laws had been duly executed. They were empowered to send for persons, papers, and records, to pass public censures, to order impeachments, and to recommend to the legislature the repeal of such laws as should appear to them to have been enacted contrary to the principles of the constitution. Furthermore, they were empowered to call by a two-thirds vote a constitutional convention to amend any article of the constitution which might be defective, explain such as might be thought not clearly expressed, and add such as might be necessary for the preservation of the rights and happiness of the people.

The council of censors will expose and rectify fundamental government violations of our United States Constitution, our Pennsylvania State Constitution, as well as federal and state statutes and regulations.
· The council of censors will Identify, verify, and track government abuses of US and State constitutions and/or laws.
· The council of censors will Initiate, maintain, and press for an appropriate response by government to their abuses. The council of censors will maintain a record for all to see pertaining to every Public official, in at least two places.
· The council of censors will enforce the People’s First Amendment right to Petition the Government for a Redress of Grievances by:
- Demanding documented and specific responses to their petitions,
- Demanding effective, constitutional actions to redress (correct and rectify these grievances, and,
- To provide the people of Pennsylvania organized and effective methods and means to petition for and obtain redress.
· The council of censors will educate and communicate to the people of Pennsylvania, the unconstitutional behavior of our government OFFICIALS, and the impact it has on our rights and freedoms.
· The council of censors will to its fullest extent, make government actions that infringe upon our rights and freedoms, unlawful and punishable as crimes.
· The council of censors will Generate sufficient publicity, County-wide (State-wide) awareness, effective civil disobedience, and respectful non-compliance to the current and future unlawful enforcement of unconstitutional laws, judicial abuses and other actions by the government Officers.
· The council of censors will expresses the concept that we will not just make comment concerning the atrocities of government, we will take action.
· The council of censors will will make people in government responsible, accountable and CULPABLE for their unlawful acts of oppression and tyranny.
· The council of censors will not tolerate “government as usual.
